What is the route agreement, and what if we have nothing one month?
No pass, no charge. The agreement reserves a fixed day each month or each quarter for your buildings, and if you have nothing to clear that month, we don't come and you don't pay. The route rate holds as long as there is at least one pass per quarter. Below that, we go back to the account rate, with no penalty.
